Many years in the future after Team Flare and every other organized crime team in the region has been disbanded, it was thought that their may finally be peace in the lands for young Trainers on a quest to be the greatest Trainer there ever was. However, it only took around 5 more years for populations to realize this was not the case. Cities were expanding at a rapid pace, making Pokemon retreat to more areas not yet explored by humans. Crime, though no longer as organized, grew, and specifically began to target young children with expensive Pokemon and gear that could be resold for high prices. Parents began fearing for their childrens' safety on adventures, and a fad spread across the nation to send aspiring journeying children to Pokemon School instead until adulthood. As expected, the response from youngsters and veterans alike were angered and rebellious, but there was not much they could do in response when faced with the reality of the world around them. One man, however, decided to try to make a difference.
65 year old William Fig, former Kalos champion turned Pokemon researcher, breeder, and philanthropist, could not stand to see children denied the same opportunities he was able to take advantage of in his youth. He decided the only possible way that he could make the land hospitable for travelers again was to find his own, and dedicate it just for young people to adventure through and for veterans to permanently retire in. For 3 years, Fig searched for a hospitable island full of land to explore. In time, he found a somewhat remote island south of Hoenn, explored it, deemed it worthy to his cause, and began hiring developers.
For the next 15 years, Fig carried out his plan and created 8 cities and towns, a cave civilization, and a Pokemon League across the island. He made sure to make the civilizations as undeveloped as he possibly could to avoid disturbing the wildlife, and as such they only contain the most necessary establishments for trainers, as well as small neighborhoods for veterans he invited to live there. Gyms, Contest Halls, and Breeding Centers were built, and he invited the greatest trainers in each area to come and work in these Caspian establishments, making each one high quality and state-of-the-art. Also during this time, Fig began hiring Pokemon experts- whether they be scientists, breeders, or veteran Pokemon Masters- to help him run his vast ranch containing all of the Pokemon he had raised and bred through the years, as well as new ones. At last, at age 80, his dream was complete, and he was able to invite aspiring adventurers to his paradise.
There was only one problem- getting people to the island cost quite the boat ticket, and many families were not willing to pay so much. So, using the last of his riches, Fig offered scholarships to those students trapped in Pokemon School who showed the greatest potential as judged by their teachers. These scholarships would cover their travel fee, as well as any expenses for their starting Pokemon and items. This created a world of opportunities for those willing to work hard enough for it, though the rich who could afford it naturally were still actively participating as well.
5 years after its "Grand Opening", the Caspian Region has a steady population and regular flow of incoming Trainers. Everything seems rather utopian, except on the Gaia Ranch. Many of the initial construction workers and researchers hired to set up the region's foundation decided to either retire in a Caspian city or go back home, leaving the ranch more understaffed than ever. To make matters worse, Fig, now aged 85, has reached an age where he cannot personally help every kid the way that he used to, forcing some employees to both work in their assigned field and also with aspiring trainers. To these new fresh faces, though, nothing could be better- in the Caspian Region, nothing but a world of opportunity awaits, with each step inviting a new adventure.
